Victor Perez Garners Support from Local GOP Leaders in May 3 Katy ISD Board Race

BREAKING: KATY, TEXAS — Conservative incumbent Victor Perez has secured endorsements from six Fort Bend County Republican Party precinct leaders in his bid for re-election to the Katy Independent School District Board of Trustees Position 1. 

These endorsements, along with others he’s previously received from many notable conservative lawmakers and coalitions, highlight Perez’s record on parental rights, student safety, teacher support and academic outcomes as he faces challenger James Cross in the May 3 election.

The endorsements, submitted for editorial consideration, praise Perez’s leadership during his first term on the board and outline the policies he has championed—many of which align with broader conservative education reform efforts.

“I am endorsing Victor Perez for Katy ISD Board of Trustees Position 1 today because of his leadership in adopting policies that focus on teachers and their continued contributions to Katy ISD,” said Robert Beham, Precinct Chair 1156. 

Beham cited policies such as the district’s telecommunications device restrictions, transgender notification policy, and a recently approved Behavioral Learning Center for special education students as examples of Perez’s impact.

Under Perez’s leadership, teachers also received an 11% pay increase over his term, along with the creation of a bonus program based on years of service, Beham said.

Dennis Scott, Precinct Chair 1006, emphasized Perez’s commitment to parental involvement and transparency. 

“His actions over the past three years indicate that parents really matter to him,” Scott said. 

He noted that the board, under Perez, doubled its meetings, launched “Listening Circles” to gather community feedback, and began producing monthly Spanish-language updates for Hispanic families.

Scott also highlighted Perez’s support for book rating policies and the transgender notification policy, writing, “The ‘parents’ rights’ movement in Katy and nationwide has been divisive but it has rightly focused attention on the role and rights of parents as the most significant stakeholders in our school districts.”

Melissa Blanscet, Precinct 1 Captain, endorsed Perez for his role in strengthening student protections in the wake of the 2022 Uvalde school shooting. She pointed to Katy ISD’s compliance with and expansion upon House Bill 3, a state law that mandates school safety measures. 

“He protects our children,” Blanscet said.

Perez’s leadership has also been at the center of policies that prohibit biological males from using girls’ bathrooms and participating in female sports. 

“Any goal of accommodating transgender identities must not be accomplished at the expense of female and female athletes’ rights,” Blanscet wrote.

Cindy Adkins, Precinct Chair 1041, focused her endorsement on academic outcomes. She noted Perez’s advocacy for increased state funding and his support for a phonics-based reading curriculum, improved disciplinary policies, and special education services.

“He recognizes that better student outcomes don’t come from more financing, better curriculum, improved policy or more engaged teachers alone but from a holistic coordination of these elements,” Adkins said.

Thomas McCaig, Precinct Chair 1142, praised Perez for increasing accountability and transparency at the board level. He cited the formation of standing committees on finance, academics and teacher retention, and noted that Perez has “enhanced community oversight and public input leading to better overall decision making.”

Margaret Daniel, Precinct Chair 1144, offered a comprehensive endorsement that spanned four key areas: student protection, academic results, teacher satisfaction and parental rights. 

“The most important quality of Victor Perez’s leadership is that it will be judged by history as having been correct,” Daniel wrote.

Perez is seeking a second term in what has become a closely watched local race. His opponent, James Cross, has not publicly responded to the wave of Republican precinct chair endorsements.

Election Day is scheduled for Saturday, May 3.
