Wildfire Mapping Has Everything to Do With Property Rights

Submission by Donna Bleiler, edited and added to by Kathleen Marquardt and Robert Powell of American Policy Center

Legislative hostility ensues over supporting the idea that people should not live in areas mapped as high hazard, whether through ignorance, political pandering, or outright political theft of humanity’s natural rights.

This fire map, referred to as Map #1, continues the deception.

The original “Fire Map” #2 is the same as Map #1 under Senate Bill 762 (SB 762).

Whether understood or not, a vital part of the long-term United Nations (UN) goal is the removal of humans and their right to own property through environmentalism (socio-communism) and the continuation of the three major precepts of UNESCO education: eugenics, globalism, and humanism.

Historical Context and Policy Impact

Beginning with the Tillamook Burn to today, there have only been a couple of major forest fires in Oregon until recently. In fact, the state was successfully managing forest fires. However, the deception behind the 1994 Wildlands Project and the resulting UN Environmental Program (UNEP) led to an increase in wildfires. President Bill Clinton’s Commission on Sustainable Development aimed to integrate this illegal treaty into Oregon policy, which would then be implemented across other states, resulting in an ultimate dystopian assault on mankind.

State Representative Vikki Breese Iverson (R-Prineville) stated, “My district was deeply affected by last year’s wildfire. We need to not only repeal the wildfire maps, but we also need to undo the damage caused by these maps.” She has identified four key policy changes needed to begin repairing the damage:

  • Explore every opportunity to incentivize private insurance companies to offer plans to rural Oregonians again.
  • Offer tax relief to Oregonians who lost their homes in major wildfires and pass HB 3139.
  • Invoke state coordination to improve federal forest planning.
  • Return management control of millions of acres of federal forest land to state and local governments (LC 4525).

The Federal Government’s Role

President Joe Biden signed Executive Order 14008 on January 27, 2021, implementing 30 x 30, an overt initiative to remove humans from 30% of U.S. land. Just a month later, Oregon Senate Bill 762 was introduced, creating an updated wildfire program that critics argue serves as a backdoor effort to prevent people from living in rural areas. This bill included a highly controversial requirement—the establishment of a statewide wildfire risk map used to regulate property use.

Samantha Bayer has exposed the impact of legislative bills such as SB 79, SB 78, SB 77, and SB 73, which are seen as direct attacks on rural Oregon’s right to exist.

Legislative Bias and Resistance

Representative Paul Evans (D-Monmouth) has shown clear hostility towards rural Oregon, particularly through his stance on the Greater Idaho Movement. He stated, “For the counties asking for assistance in capital construction funding for repair, rehabilitation, or replacement of county courthouses and justice facilities, I have suggested that we prioritize funding for counties that intend to remain a part of Oregon for the duration.”

During testimony in 2021, researcher Robert Powell revealed the connection between mapping and the Rockefeller Foundation, which has promoted global environmental programs since 1969.

The Role of Environmental Policy

In 1973, the Rockefeller Foundation granted $500,000 to Oregon State University to develop a report, “Man and His Activities as They Relate to Environmental Quality.” This report influenced the passage of SB 100, which required every Oregon city and county to prepare a comprehensive land-use plan in accordance with state goals while preserving local decision-making power.

The implementation of these policies resulted in the Wildlands Project and the subsequent Commission on Sustainable Development. President Biden’s 30 x 30 initiative was revoked by President Donald Trump through Executive Orders 14148 and 14154 on January 20, 2025. However, Oregon’s Democratic leadership continues to push forward with SB 79 and similar bills.

Oregonians must remain vigilant and actively follow legislative developments through organizations such as Oregon Citizens Lobby Alerts. Donna Bleiler, a writer for the Northwest Observer, contributes to these alerts and serves as State Coordinator for the Oregon Abigail Adams Voters Project.

This article first appeared in the independent Northwest Observer and has been updated by Robert Powell and Kathleen Marquardt to include additional research. The three current maps in discussion include two fire maps and the original 1994 Wildlands Project map used during the congressional hearings that led to the rejection of the UN Biodiversity Treaty.
